Marc C. Turner Division President, Community Services Division
Marc C. Turner has worked in behavioral health and addiction treatment facilities for over 35 years. He has operated facilities in 6 different states providing mental health and addiction treatment at the hospital, residential and outpatient levels of care. He was extensive experience in expanding services for targeted communities and opening new programs.
Mr. Turner holds a Bachelor's degree in Organizational Communication from the University of North Carolina at Chapel Hill and a Master of Science in Adult Education and Industrial Sociology from North Carolina State University.
Tomas Del Rio Chief Financial Officer
Mr. Del Rio has more than 25 years of financial leadership experience in both for-profit and not-for profit healthcare settings.
Most recently, he was the Chief Financial Officer for Acacia Network, a New York based non-profit organization that provides healthcare, housing, and other support services for the Latino population.
Gregg Dockins Division President, Corrections
Mr. Dockins oversees Gateway's correctional treatment services, with programs currently located in Missouri, New Jersey, Texas and Wyoming. In this role since 2013, he ensures quality of care to clients; coordinates staff recruitment and development initiatives; maintains program licensing and accreditation standards; provides financial management; and, develops and implements growth strategies for new business opportunities.
He joined Gateway in April, 2000 as the Program Director of Gateway's community-based residential and outpatient facility in Dallas, Texas. In 2005, he moved to Illinois to direct the 950-bed Sheridan Correctional Center Therapeutic Community (Illinois Department of Corrections). In October, 2006, he became Director of Corrections Initiatives, responsible for the growth and expansion of correctional treatment services.
Mr. Dockins has a bachelor's degree in Psychology from Wayland Baptist University and completed graduate coursework in Sociology at the University of Texas-Arlington. He is a Certified Criminal Justice Addictions Professional (CCJP) in Illinois and Texas and has been a licensed substance abuse counselor (Texas: LCDC) since 1991.
He's co-authored manuals on chemical dependency counselor training, contributed to college textbooks and was a principal author of the Sheridan Correctional Center Integrated Standard Operating Procedure Manual for the Illinois Department of Corrections.
Dr. Teresa Garate Vice President, Strategic Partnerships & Engagement
Dr. Teresa Garate has spent the last 25 years working throughout Illinois and the US as an expert in public health, social and human services, and education. She has lead large complex systems through innovation and change and is a respected speaker, presenter and subject matter expert in the areas of mental health, disability, and public health and education.
Dr. Garate holds a faculty appointment in the Department of Disability and Human Development at University of Illinois at Chicago and serves on statewide and local boards and committees promoting access to healthcare and services for people of all backgrounds. Her accomplishments include securing and implementing large federal grants, contributing to policy and legislation at the state and local level, program design and change for systems improvements. In addition to her leadership roles in public service both at the Illinois Department of Public Health and the Chicago Public Schools, Dr. Garate is also an experienced administrator having served as CEO to two medium non-profit organizations services people with disabilities in integrated settings.
She holds two Bachelors' degrees from Loyola University of Chicago, and Masters and Ph.D. from the University of Illinois at Chicago.
Dan Molitor Vice President, Information Services
Mr. Molitor is responsible for strategy and operations of organization-wide data, voice and project management information systems and support. He has more than 19 years of progressive information systems-related experience.
He plans, directs, manages systems and personnel; develops, updates and secures approval of the IS Strategic plan, capital and operational budgets, IS policies and procedures; and he participates in administrative operations, including acquisitions and mergers. He is also a member of the executive management team, responsible for welfare of the agency and its interests.
Prior to joining Gateway, Mr. Molitor worked for a major not-for-profit social service organization based in Illinois. His responsibilities included voice, data, applications and support of 120 locations throughout Illinois and a $4 million information systems budget.
He has been an instructor for both Governors State University and South Suburban College in Illinois. Mr. Molitor received an MBA in Management Information Systems from Governors State University.
Dr. Roueen Rafeyan M.D. Chief Medical Officer (CMO)
Dr. Rafeyan brings over 20 years of specialized experience to Gateway, having served as a medical director for psychiatric and substance use programs at leading Illinois healthcare institutions including Rush, Michael Reese, Resurrection and Presence Behavioral Health.
As CMO, Dr. Rafeyan is responsible for continuously advancing Gateway's wide array of services, upholding medical protocols, policies and procedures , as well as working closely with Gateway's team of experienced physicians/clinicians to deliver comprehensive high quality addictions, psychiatric and medical services/treatment as needed for each individual.
In addition to Dr. Rafeyan's extensive medical experience, he is also a diplomate of the American Board of Psychiatry and Neurology as well as the American Society of Addiction Medicine. He is currently on the faculty of Northwestern University and an active member of the American Medical Association, the American Psychiatry Association, the Illinois Psychiatric Society and the Illinois State Medical Society.
Patricia Sanchez-Aitken Vice President, Human Resources
Patricia Sanchez-Aitken has more than 15 years of senior leadership experience in the human resources functions of both for-profit and non-profit organizations.
Most recently, she was the Vice President of Human Resources for Goodwill Industries of Southeastern Wisconsin and Metro Chicago, a non-profit provider of manufacturing and social services.
